Section 13 140 017 - FEE POLICY-HOME HEALTH

Action 1

Regulation 1, entitled "Fee Policy" is amended to read as follows:

The Department of Health will provide home health care services in 10 towns of Windham County where such services are not otherwise available: Vernon, Guilford, Dummerston, Putney, Marlboro, Dover, Halifax, Stamford, Searsburg, Readsboro. The Department of Health will collect fees for nursing care of the sick in their homes, pursuant to 18 VSA § 2203. The charge for each home visit shall be at least equal to the cost for each service as determined by the most recently submitted Medicare Cost Report or interim cost analysis. Full fees shall be collected from patients with third-party coverage and from patients with eligible income (as defined at 33 VSA § 3301(4) ) over $ 10,000. Only partial payment shall be demanded of patients without third-party coverage who have an eligible income of $ 10,000 or less. The following schedule shall be used when these conditions are met:

The applicable towns will be requested to provide money to fund the service deficit through town tax funds or fund-raising activities. Public Health Nursing Services, other than care of the ill, shall continue to be free of charge.
