Section 13 140 009 - CONFIDENTIALITY REGULATION The following confidentiality regulation was passed at a meeting of the State Board of Health on March 21, 1957:
(1) Except as hereinafter otherwise provided, all information as to personal facts and circumstances obtained in connection with the administration of Vermont State Health Department shall be held confidential and be considered privileged communications, and shall not be divulged or disclosed in any manner whatsoever without the consent of the individual concerned.(2) This regulation shall not be construed to prohibit (a) the disclosure of such confidential information in summary, statistical, or other form which does not identify particular individuals, or (b) the disclosure after consent by the Commissioner of such confidential information to other agencies or individuals, public or private, that are providing to individuals, needed services. Only such information shall be released as is necessary to achieve the specific purposes for which the disclosure is authorized and after the individual or agency receiving such information has agreed to safeguard the confidential nature of the released information.13-009 Code Vt.
