The commission, in consultation with the department and the MPOs, will develop a written prioritization process to determine priorities and funding levels of TIF active transportation, TTIF first and last mile, TIF highway, TTIF transit projects, taking into consideration the department's statewide strategic initiatives described in Section 72-1-211 and the department's strategic goals.
