Section R657-62-4 - Residency Restrictions(1) Only a resident may apply for or obtain a resident permit or resident certificate of registration and only a nonresident may apply for or obtain a nonresident permit or nonresident certificate of registration.(2)(a) To apply for a resident permit or certificate of registration, a person must be a resident at the time of purchase.(b) The posting date of the drawing shall be considered the purchase date of a permit or certificate of registration issued through a drawing.Utah Admin.
