Section R650-224-1 - Course and Observer Requirements(1) The operator of a vessel towing a person on water skis, or another towed device shall maintain a safe course with proper lookout.(2) Except as provided in Section 73-18-16, an observer who is not the operator shall:(a) observe the person being towed; and(b) report the progress of the person being towed to the vessel's operator.Utah Admin.
