Section R649-3-29 - Workable Coal Beds1. Prior to commencing drilling operations for oil and gas on any lands where there are mine workings, the operator shall furnish a copy of the APD, a plat or map as required under Subsection R649-3-4, and a designation of the proposed angle and direction of the well, if the well is to be deviated substantially from a vertical course, to any coal owners and lessees whose interests are within a radius of 5,280 feet of the proposed well.2. A well penetrating one or more workable coal beds or mine workings shall be drilled to a depth and shall be of a size, to permit the placing of casing in the hole at the points and in the manner necessary to exclude any oil, gas or gas pressure from the coal bed, other than oil, gas or gas pressure originating in the coal bed.3. Unless otherwise authorized by the division, the casing run through a coal bed shall be seated at least 50 feet into the closest impervious formation below the coal bed. The casing shall be cemented solidly through the coal bed to a height at least 50 feet into the closest impervious formation above the coal bed.4. A directional survey or a cement bond log shall be performed and furnished to the division upon written request by the division.5. Upon penetrating a coal bed the operator shall notify the division, in writing, before completing or plugging and abandoning the well.Utah Admin. Code R649-3-29
