Section R623-9-5 - Ballots(1) A vendor shall ensure that the initial mailing of ballots for an election is mailed from a location within Utah in accordance with Section 20A-6-108.(2) A vendor shall ensure that transportation to and within Utah is secure and trackable with the capability of regular updates or real-time location information provided to the election officer.(3) A vendor shall provide IMb services for the mailing of ballots and adhere to industry standards for election mail.(4) A vendor shall create a postal record for the mailing of each county's ballots. A vendor shall ensure that ballots are never comingled with other non-election mail.(5) Subsections R623-9-5(1) and R623-9-5(2) do not apply to ballots subject to Federal UOCAVA requirements.Utah Admin.
