Section R539-1-9 - State Match Rate(1) "State match rate" means the state funded portion of a person's assessed need as determined through the person-centered planning process. (a) The state match rate shall be calculated based on the Centers for Medicare and Medicaid Federal Medical Assistance Percentage.(b) The division incorporates by reference the federal matching shares for Medicaid beginning October 1, 2021 and ending September 30, 2022, updated periodically in the Federal Register by the U.S. Department of Health and Human Services under the authority of 42 U.S.C. 1396b.(2) The division shall reduce a person's funding to the state match rate for the following reasons: (a) rejection of an offer for waiver enrollment and determined eligible for a Medicaid waiver by the Department of Workforce Services;(b) offered waiver enrollment and determined ineligible for a Medicaid waiver by the Department of Workforce Services;(c) failure to apply for a determination of financial eligibility for Medicaid benefits within 30 days of an offer for waiver enrollment; or(d) failure to submit a Graduated Fee Assessment Form 2-1G to the support coordinator within 60 days of notice of the graduated fee schedule.Utah Admin.
