Section R414-302-4 - Utah Residence(1) The department implements 42 CFR 435.403 and Subsection 1902(b) of the Compilation of the Social Security Laws.(2) The department considers an individual who establishes state residency to be a resident of the state during periods of temporary absence if the individual intends to return to the state when the purpose for the temporary absence ends.Utah Admin.
