Section R354-1-104 - Purpose of Specifications(1) Each Specification shall seek to promote the overall economy and best use for the purposes intended and encourage competition in satisfying the needs of the CRAU and may not be unduly restrictive.(2) The requirements of this rule regarding the purposes and non-restrictiveness of Specifications shall apply to each Specification, including those prepared by Professional Service providers and drafters for public Contracts.Utah Admin.
