Section R68-15-2 - Definitions(1) "Commissioner" means the Commissioner of the Utah Department of Agriculture and Food, or the commissioner's designee.(2) "Department" means the Utah Department of Agriculture and Food.(3) "Free From Soil" means soil in amounts that could not contain hidden Japanese beetle larvae or pupae.(4) "Restricted Article" means those named in Section R68-15-5.Utah Admin.
