Section R68-14-1 - Purpose and Authority(1) Promulgated under authority of Subsection 4-2-103(1)(k) and Section 4-35-109.(2) This rule establishes a quarantine pertaining to the spongy moth, lymantria dispar. The spongy moth has been found in Utah, is a danger to forests, residences, parks, and agricultural tree plantings, and is capable of destroying watershed areas, orchards, ornamental trees, and being a general nuisance to the public.Utah Admin.
