Section 93.207 - Service of Documents on Parties(a) Unless otherwise specified in this chapter, notice to a party or a party's representative in a contested case shall be by hand-delivery, by facsimile transmission, by email if all parties agree, or by regular, certified or registered mail, to the party's last known address. Service by mail shall be complete when the properly addressed document is deposited in a post office or official depository under the care and custody of the United States Postal Service.(b) A certificate by a party, who files a pleading stating that it has been served on all other parties, is prima facie evidence of service.7 Tex.
