Section 224.31 - Cost of Record on Appeal(a) If a final decision in a contested case is appealed and the department is required to transmit to the court the original or a certified copy of the administrative record, or any part thereof, the appealing party shall pay the costs of preparation of the record, unless waived by the department in whole or in part.(b) A charge imposed as provided by this section is a court cost and may be assessed by the court in accordance with the TRCP.43 Tex.
