Section 218.80 - Purpose and Scope(a) The purpose of this subchapter is to comply with Transportation Code, §648.102. For the purposes of this subchapter, the term "motor carrier" is defined by Transportation Code, §648.001, and does not include the following, except as provided by subsection (b) of this section: (1) a motor carrier that is required to register with the department under Transportation Code, Chapter 643; or(2) a motor carrier that is required to register with FMCSA for interstate transportation, and is not operating in intrastate transportation within this state.(b) If a motor carrier is required to register with the department under Transportation Code, Chapter 643, the motor carrier must comply with the financial responsibility requirements in § 218.16 of this title (relating to Insurance Requirements).43 Tex.
