Under Transportation Code, § 623.003 the department is required to provide information to the Texas Department of Motor Vehicles for the issuance of an oversize and overweight permit. The department relies on outside engineering firms to provide the initial review and analysis for the permit application in providing the specific route for superheavy loads. This subchapter provides the requirements and procedure for the certification of a third-party engineering firm to perform an analysis to be used by the department in establishing route requirements for the Texas Department of Motor Vehicles to issue a permit for the movement of superheavy loads.
