Section 178.2 - Authority(a) Any requirement of this chapter, which is not otherwise required by the constitution or statutes of this state, or any federal law, may be waived by the Board. Any waiver request must be in writing and must describe the circumstances surrounding the request, including all of the reasons why the waiver is requested.(b) The Board is the final authority in determining the interpretation and application of these rules.40 Tex.
