Section 101.945 - Civil Action(a) Any party who disagrees with the findings and decision of an impartial hearing officer has a right to bring a civil action in any court of competent jurisdiction without regard to the amount in controversy.(b) A person must initiate a civil action for review of an impartial hearing officer's decision by filing a petition not later than the 30th day after the date on which the decision that is the subject of complaint is final and appealable.40 Tex.
