Section 58.22 - Notice of Livestock Movement Restrictions(a) Notice. The executive director shall give written notice of movement restriction requirements, as provided in § RSA 58.21 of this title (relating to Livestock Movement Restrictions), which are in effect within this state or part of the state: (3) by delivering a written notice to the owner or caretaker of the animals or places where the movement of livestock is restricted.(b) Contents of Notice. The notice of movement restriction, as provided under § RSA 58.21 of this title (relating to Livestock Movement Restrictions), shall state: (1) the cause for which the movement restriction is established, whether for infection or for exposure;(2) any exceptions, terms, conditions, or provisions prescribed under this chapter must be stated in the movement restriction notice;(3) state the class of persons authorized by the commission or the executive director to issue certificates or permits permitting movement. Any authorized movement certificate or permit must be issued by a veterinarian or other person authorized by the commission to issue a certificate or permit.4 Tex. Admin. Code § 58.22
