Section 30.164 - Awards and Appeals(a) The department may negotiate the amount of matching funds to be awarded to any applicant. Award amounts are based on the availability of funds. Contract awards shall not exceed $25,000, unless the department has determined that the application demonstrates exceptional financial need. (b) An applicant who is denied funds under this program may file a written request for an administrative review of the denial. The request must be mailed to the department within ten working days of the date of the department's letter of denial. Upon receipt of the request, the department will conduct an administrative review, resulting in a final decision. The department will mail a written notice of the decision either upholding or overruling the denial to the applicant.4 Tex. Admin. Code § 30.164
