Section 343.102 - Interpretation and Applicability(a) Use of the Words "Including" and "Includes." When used in this chapter, the words "including" and "includes" are to be understood as introducing a non-exhaustive list, unless the context clearly indicates otherwise.(b) Applicability. This chapter applies to secure juvenile pre-adjudication detention facilities and post-adjudication correctional facilities in this state that are operated by or under contract with a governing board. This chapter does not apply to a facility that is licensed by a state governmental entity or that is exempt from licensure by state or federal law.37 Tex. Admin. Code § 343.102
