Section 286.1 - Purpose and Scope(a) The purpose of this chapter is to implement the provisions of Texas Health and Safety Code, Chapter 367, concerning the On-site Wastewater Treatment Research Council.(b) The scope of this chapter covers the organization, administration, and other general procedures and policies concerning the operation of the council and its grants program.31 Tex.
