Section 59.109 - Furnishing Utilities(a) The department may furnish utilities to the concessioner.(b) When it is not feasible for the department to meter utilities supplied to the concessioner, a reasonable rate fixed by the department for the concessioner's monthly consumption may be assessed and included in the concession contract terms.31 Tex.
