Section 353.54 - Appearance(a) Any person who may be affected or is interested in the proposed rule may appear at the public hearing.(b) A person may appear in person or by his authorized representative.(c) A person appearing in a representative capacity shall disclose his authority to speak for the person represented.31 Tex.
