Section 2.12 - Stipulations(a) The parties, by stipulation, may agree to any substantive matter.(b) Stipulations related to procedural matters are not binding unless approved by the administrative law judge.(c) A stipulation may be filed with the administration hearings clerk in the record at the hearing.31 Tex.
