Section 361.14 - Petition for Adoption of Rules(a) Any person who petitions the board in writing to request the adoption, amendment or repeal of rules shall: (1) include a brief statement summarizing the proposed action and detailing its desired effect;(2) include a full justification of the proposed action in narrative form, citing all pertinent facts and circumstances;(3) if proposing an amendment, refer to each existing rule to be amended by title and code number and preface the text to indicate words and punctuation to be added, changed, or deleted;(4) if proposing a new rule, prepare the text of the new rule in the exact form that is desired to be adopted;(5) if proposing a repeal, refer to each existing rule to be repealed by title and code number; and(6) include the petitioner's full name, complete mailing address, and telephone number.(b) Within 60 days of receipt, the Board will either deny the petition in writing, stating its reasons therefore, or will initiate rulemaking proceedings in accordance with Chapter 2001 of the Texas Government Code.22 Tex.
