Section 343.23 - Hearings(a) The State Office of Administrative Hearings (SOAH) shall conduct all administrative hearings in contested cases under the Administrative Procedure Act (APA) that are before the board.(b) Transcription of hearing. Each hearing will be recorded by a court reporter. (1) The cost of the transcription shall be borne by the person making the request.(2) A party who appeals a final decision of the board shall pay all of the cost of preparation of the original and any certified copy of the record of the agency proceeding that is required to be transmitted to the reviewing court.22 Tex.
