Section 313.425 - At the Starting Gate(a) When the horses have reached the starting gate, the starter shall ensure that the horses are promptly placed in their stalls in the order stipulated by the starter when instructed to do so by the stewards.(b) The starter shall immediately report to the stewards any reason for a delay in the start.16 Tex.
