Section 313.131 - Scratch Procedure(a) A request to scratch a horse must be in writing on a form provided by the association. Only a racing official, the owner or trainer of the horse, or the authorized agent of the owner may request that the horse be scratched.(b) A horse may not be scratched from a race without the approval of the stewards.16 Tex.
