Section 22.291 - Purpose and Applicability(a) The purpose of this subchapter is to prescribe procedures to implement the commission's authority under the Texas Water Code to issue emergency orders or to authorize emergency rates.(b) This subchapter applies to any request under the Texas Water Code for an emergency order or emergency rates.16 Tex.
