Section 4.184 - [Effective 7/1/2025] Permitted Recycling(a) For non-commercial recycling not otherwise authorized by this subchapter, the Director may authorize such recycling by permit. In determining appropriate permit conditions, the Director shall review the general permit requirements outlined in Division 4 of this subchapter (relating to Requirements for All Permitted Waste Management Operations) and determine which permit requirements, if any, are necessary to prevent pollution of surface and subsurface water. The Director shall consider the source of the waste, the anticipated constituents of concern, the volume of waste, the location, and the proposed reuse of the treated waste. (b) Commercial recycling shall be permitted in accordance with Subchapter B of this title (relating to Commercial Recycling).16 Tex. Admin. Code § 4.184
