To receive abandoned mine land (AML) funds, every successful bidder for an AML contract must be eligible under § RSA 12.215 of this title (relating to Review of Permit Applications) at the time of contract award to receive a permit or conditional permit to conduct surface coal mining operations. Bidder eligibility must be confirmed by OSMRE's automated Applicant/Violator System for each contract to be awarded.
