The Commissioner shall, as needed, review the ability of the State to recruit and retain employees for the classifications within state service and may also survey prevailing rates of pay, both within and outside state government. The Commissioner may also make such changes to the compensation plan as the reviews and surveys indicate are prudent, subject to budgetary limitations and as approved by the Commissioner of Finance and Administration.
