The Board, after public hearing, may prorate a pool for the purpose of protecting correlative rights and to minimize the waste of oil and/or gas. Prior to prorating a pool, its wells may be shut-in until subparagraph (1)(h) of Rule 0400-52-04-.01 is complied with, or in lieu thereof, a poolwide unit is established.
