The secretary shall review each application for completeness. An application for a new source or a new discharger shall be reviewed for completeness by the secretary within 30 days of its receipt. An application for an existing source shall be reviewed for completeness within 60 days of receipt. If the application is incomplete, the secretary shall notify the applicant and list the information necessary to make the application complete. The secretary shall specify in the notice of deficiency a date for submitting the necessary information. The secretary shall again review the additional information for completeness according to the time limits set in this section. The effective date of the application is the last date of the review period unless the applicant is notified that the application is still incomplete or that the effective date is sooner. After the application is completed, the secretary may request additional information from an applicant but only when necessary to clarify, modify, or supplement previously submitted material.
