The owner or operator of an existing municipal solid waste landfill that seeks to monitor alternative parameters shall provide information satisfactory to the Secretary as provided in subdivision 74:36:07:126(2) and (3) describing the design and operation of the collection system, the operating parameters that would indicate proper performance, and appropriate monitoring procedures. The Secretary may specify additional appropriate monitoring procedures.
