Projects are funded based on their project priority rating. Projects with the highest priority rating that have submitted a complete application and demonstrated adequate capacity to repay the loan are funded before lower-rated projects. If a project on the priority list has not demonstrated readiness to proceed by submitting an application, the project may be bypassed and the next highest priority project that has submitted an application is funded. The department shall exert reasonable efforts to ensure that the higher-rated projects on the priority list are funded.
