A prospective bidder may, within 14 days after receipt of notice of a decision of the committee, ask the secretary to review that decision by submitting a request in writing setting forth the decision to be reviewed and the change in the decision being requested, along with any supporting information or documentation. The secretary, or the secretary's designee, shall issue a written decision within five business days following receipt of the request for review and any supporting information or documentation. The decision of the secretary, or the secretary's designee, constitutes final agency action.
