An individual is considered a boarder if the individual pays a household for lodging and a reasonable monthly payment for meals. A boarder is considered to be making a reasonable monthly payment for meals if the household provides more than two meals a day and the boarder pays an amount that equals or exceeds a full month's supplemental nutrition assistance allotment for the applicable size of the boarder's household, or if the household provides up to two meals a day and the boarder pays an amount that equals or exceeds two-thirds of the full monthly supplemental nutrition assistance allotment for the applicable size of the boarder's household.
