A caretaker relative other than the parent may be included in the grant if the caretaker relative meets the following conditions:
(1) The caretaker relative is not receiving a supplremental security income payment or state supplement;(2) The caretaker relative's income and that of the caretaker relative's spouse, if any, is insufficient to meet needs; and(3) The caretaker relative and the caretaker relative's spouse do not own real or personal property that exceed department limits.S.D.
