A parent under the age of sixty-five who receives a disability payment through social security disability insurance or supplemental security income is regarded as meeting the requirements for incapacity for Aid to Families With Dependent Children. Before assistance may be granted to children of parents over the age of sixty-five, the department must determine that the children are deprived of parental support or care because of the death, continued absence from the home, or physical or mental incapacity of a parent.
