The commissioner shall establish guidelines for salary adjustments based on the assignment of additional duties that add to the difficulty of the position but do not warrant reclassification of the position. If an employee is assigned additional duties, the employee may receive up to a five percent increase in pay in accordance with the guidelines established by the commissioner.
