After any prehearing conference held pursuant to §§ 47:03:01:11 to 47:03:01:14, inclusive, the Division of Labor and Management shall enter an order reciting the action taken. This order shall control the subsequent course of the petition for hearing unless it is modified by a subsequent order. The order following a final prehearing conference may be modified only to prevent manifest injustice.
