At least 7 days before the election the employer shall furnish to each labor organization which is a party to the proceeding and to the division a list of the names and addresses of the employees in the appropriate representation unit who were on the payroll on the date of the filing of the petition and who are on the payroll at the time of the submission of the list or upon a date or dates set by the division.
