The state shall bear the cost of recovery, identification, and reinterment of human remains and associated grave goods exposed by natural causes or normal agricultural activities on private property or on lands owned or administered by the state or its subdivisions. In a construction project that exposes human remains, the cost of recovery, identification, and reinterment is the responsibility of the agency or individuals responsible for the project.
