Title to all objects acquired for a museum collection shall be obtained free and clear, without restrictions on use or future disposition unless the acceptance of objects offered as gifts with mandatory restrictions or limitations is approved by a majority vote of the board. The conditions shall then be stated in an instrument of conveyance which is made part of the accession records for the objects.
