The president, or in his absence the president pro tern, shall preside at all meetings and the executive secretary shall keep the minutes thereof. If the executive secretary is absent, the members present shall designate one to act as secretary of the meeting, and he shall keep the minutes and sign the same with the presiding officer and file them with the executive secretary. Minutes shall be approved correction if any required, and by motion at a subsequent meeting of the board. If any member present requests the vote of the members on any decision of the board, it shall be taken by yeas and nays and the vote of each member recorded as made by him in the minutes.
