The board shall issue requests for proposals describing the services and the specifications required for the one-call notification center. Following receipt of the proposals, the board shall approve the contractor's selection for a period of not less than one nor more than three years. The board may extend the term of the agreement for one or more incremental periods of one to three years. The board shall review the services provided by the contractor at least annually and may modify the agreement with the one-call notification center as necessary.
