A licensee shall use a sports wagering system to offer, conduct, or operate sports wagering in accordance with applicable laws and this chapter. Only a licensee or its sports wagering services provider may process, accept, offer, or solicit sports bets. If a licensee does not utilize a sports wagering services provider and, instead, develops its own sports wagering system, the licensee is considered both a licensee and a sports wagering services provider for the purposes of this part.
