A financial institution that has a security interest in gaming devices or licensed gaming premises and that has foreclosed its interest in the devices or premises, and has obtained title to them or has certified a default and its intent to exercise rights to possession under the terms of the security interest may be licensed by the commission on an emergency basis, with, without, or during a background investigation, after receipt of the application and payment of fees.
